The Rouen Normandy Metropolis develops its public policies around two main issues, which are the social - ecological transition and the transformation of the territory through Culture, in particular with Rouen's candidacy for the title of European Capital of Culture in 2028. Thus, in complementarity of its member municipalities and public institutions, the Métropole, through its support for equipment, events, artistic, cultural and heritage actions in the territory, implements a cultural policy based on 3 founding principles which are:
- culture for all: a metropolis of knowledge, inclusive, festive and generous,
- culture by all: a singular, creative and collaborative metropolis,
- culture everywhere: a united and effervescent metropolis, attractive and open to the world.
The cultural policy thus defined contributes to the emancipation of citizens and social cohesion, to the support and structuring of artistic and cultural operators, as well as to the influence and attractiveness of the territory. In addition to its financial contribution, the Métropole contributes to creating synergies and a dynamic of working in networks, aiming to multiply the interventions of each one. It particularly wishes to invest the public space, carry out actions respectful of cultural rights and build a plural metropolitan identity around renewed projects.
The City of Rouen lends its support to Expo Art&Bus through the networks of artists it leads, in particular CREART, and its close ties with the Rouen art school, ESADHaR.
It was in June 2017 that the city of Rouen was selected to take part in a European cultural cooperation project in the field of contemporary art, CreArt. Made up of a network of European cities for artistic creation, this project covers the period 2017-2021 and is part of the Creative Europe program of the European Union.
The TCAR Astuce network, the public transport network of the Rouen Normandy Metropolis, is a natural partner for this event. Indeed, explanations about the exhibition will be displayed in the buses.

The Imprimerie IRS in Bosc-Roger-en-Roumois has been known for its quality work for two generations. As an actor in the communication of companies and communities, it wishes to support meaningful actions, such as this one or the Rockeurs ont du Coeur, for the benefit of the Restos du Coeur.
The 240 large-format posters on display as well as those featuring the competition will be printed free of charge and delivered to JCDecaux to be installed, according to its technical requirements, for optimal rendering, especially at night.
